There are a few different ways to make a PartiallyClips.  The traditional way is to print a piece of art on a blank strip template and commune with it until I get a funny idea.  The cheating way is to think of a funny idea and go looking for some art.  The really cheating way is to almost accidentally use the same art from a strip 4 years ago and say “dammit,” then alter the art a bit and use it again any way.
